We would be seeing people coming to faith at least once per quarter and a minimum of two baptism services each year.

I might suggest something in this section about developing new church leaders from within the church. Not sure how that would be worded or what type of leaders (staff, LT, etc)
I think leadership development is a great thing to include in a measurable way. Maybe it would fit under the later phrase about knowing and using gifts?
Spiritual growth is in such demand that sessions like theology seminars and other learning opportunities are running continuously.
All members engage in personal devotions daily and are equipped the the resources they need to carry on that practice.
